To facilitate the proficiency of the AD members in MS Office suite, they came up with this program get more members using it at home. This would in turn improve their usage at work, theoretically. My advice to everyone is if Microsoft technical support tells you to contact your I.T. Department is to demand for a manager and to have your case elevated to higher level of support.
This program enables you to get a licensed copy of most Microsoft® Office desktop PC applications to install and use on your home computer. You should be able to put in the code after typing in your DOD email address. It’s working for me as of 19 Oct.

How To Get The Microsoft Office Military Discount
Have you heard of the program codes not working for anyone? Enter yourmilitary email address.NOT your personal email! For example, @mail.mil, @us.af.mil, @usmc.mil, @navy.mil, @us.army.mil, or your deployed email address. Home Use Program products are not tied to the program code. It’s tied to the work e-mail address you use.
They can figure out which program code to use actually. The easiest way is to use the Microsoft Home Use Program and your military email address. You will enter your military (.mil) email address on the Microsoft Office for military page. Then forward that email from your military email to your personal email. Click the link inside the email and complete the sign up process on your home computer.

Use the instructions above to contact Microsoft. Just be patient though since the support team for this is not as big as you might think. Do you have another navy.mil address you use when on shore? Ship.navy.mil is not included in the Navy HUP package, as described in the Navy section above.
It only gave me the option to buy either Microsoft Project or Visio. Use the instructions above to call Microsoft. They can refund those kind of purchases.

Say you’re buying Office through the Home Use Program and provide your government or military e-mail address and they can take it from there. If the program code does not work tell the technician right away. Some service branches have multiple program codes as you may have noticed with the Coast Guard one.
HUP is not a benefit to buy low-cost software for family members. Select the country the software is being purchased from. The HUP program Office license has aligned with the Microsoft single use consumer Office 365 and Office Pro Plus licensing model. For $69.99 a year, military families can get Office 365 for 5 devices and 5 mobile devices.
My buddies tell me they’re currently on “be on the lookout” mode those these cases because they don’t have a fix for it yet. But once they do, those cases that have come to them will be called back and helped with the purchasing as much as possible. Currently it’s just taking time for MS engineers to solve this issue with folks from the military.

I honestly got no where with Microsoft over the phone help. By dumb luck, I had the Microsoft validation email in my Coast Guard inbox and then just forwarded to my personal email. I would just and see if you can receive the validation email from Microsoft. I purchased Microsoft Office on December 1st 2018.
